
My task today is to set out a view from Europe.
Decision making on Cap reform post 2013 will be very different from the past.
The reason for this is simple - the Lisbon Treaty.
Before Lisbon, the European Parliament was a bystander.
After Lisbon, MEPs are powerful players, an equal with the farm council, and a decisive force in shaping the final outcome.

Conference, what a year it has been!
If this time last year you had suggested to me that Liberals would be in government for the first time since 1945,
That Nick Clegg would be Deputy Prime Minister,
That Vince, Chris, Mike and Danny would all be sitting round the cabinet table,
Or that we would see our very own Alistair Carmichael, a Government Minister no less, all dolled up in top hat and tails riding along in one of the Queen's carriage…

There are two fundamental questions that must be answered.
What is the CAP for and why is it still relevant in the 21st century?
In these times of economic crisis, debt ridden public finances and austerity budgets, it is vital the CAP provides answers to these questions if we want taxpayers to continue providing much needed support in the future.

Education is everything.
That is why I welcome this debate, an opportunity for Liberal Democrats to make clear our commitment to a fairer future for our children.
Conference, it will not have gone unnoticed to the more perceptive among you that a general election is on the horizon.
But in all the election hysteria, can I sound a word of caution. Although I applaud the target to restore teacher numbers to 53,000 by the next parliamentary session - targets for education are notoriously unreliable.

Mr President, could I too thank the Commissioner for coming here tonight to further explain the powers she seeks. Commissioner, could I first of all thank you for responding positively to the resolution agreed with this House on 27 September. I welcome the moves you have taken to try and stabilise what is a very serious situation for dairy farmers. I also welcome the EUR 280 million that you have announced for restructuring.

Scotland has the potential to lead Europe in the production and use of renewable energy. Of this there is no doubt.
Whether its wind, wave, tidal or the prospect of carbon capture and storage technology, Scotland's strength lies in its diversity.
There is no limit to our ambition. There is no limit to what we can and what we will achieve.

"Devolution is a process, not an event" - the words of Scotland's first First Minister Donald Dewar.
After ten years of devolution it is right and reasonable to review that process.
Let us be in no doubt that devolution has been a success for Scotland, and many of the successes are down to Liberal Democrats.

Mr President, Commissioner, Colleagues
Milk producers across Europe are facing a crisis caused by fallen demand due to recession and increased production in third Countries.
And, we must act to alleviate their pain.
But, let me make it very clear, going back to milk lakes, super levy and quotas is the wrong road for our dairy industry to go down.
